The story behind I.L.P. Ltd is rooted in more than three decades of experience in the defence, security, and international cooperation sectors. It began in 1990, when Maria Pifer started building the expertise, industry relationships, and international network that would later form the foundation of PIFER Ltd.
Established in 2006, PIFER Ltd became a trusted representative and strategic link between international defence manufacturers, institutional clients, and key markets.
Building on this foundation, Ivaylo Pifer founded I.L.P. Ltd in 2015. The company was created to address the demands of complex defence programs, government procurement, international tenders, and advanced military technologies in Bulgaria and abroad.
Under the leadership of Ivaylo Pifer, Founder and CEO, I.L.P. Ltd combines established industry relationships with a modern, project-driven approach. The company supports its clients and partners throughout the entire process—from identifying suitable solutions and manufacturers to coordination, procurement, and project implementation.
Today, PIFER Ltd and I.L.P. Ltd work in close cooperation, combining decades of experience with specialized market knowledge and an extensive international network. Together, they provide integrated solutions across defence, security, strategic procurement, and international cooperation.

Integrated Air Defence, Radar AND UAV Capabilities
Advanced Solutions for Modern Air Operations
Through cooperation with internationally established defence and technology partners, the AIR portfolio brings together 3D radar systems, air-defence modernisation, UAV integration, electronic warfare and surveillance technologies, as well as specialised air-defence ammunition.
Current initiatives include radar systems for the Bulgarian Air Force, UAV solutions for air, naval, land and border-security applications, and air-defence projects for the Bulgarian Ministry of Defence. This expertise is supported by completed deliveries of air-defence ammunition to the Bulgarian Armed Forces and electronic warfare systems to EU armed forces, with comprehensive project coordination from tender preparation and government-level negotiations to delivery, maintenance and long-term support.
Looking ahead, I.L.P. Ltd is actively seeking to develop new air-defence projects with established and emerging international partners. The focus is on introducing advanced technologies, building long-term strategic cooperation and creating integrated solutions that address evolving operational requirements while supporting future modernisation programmes for defence institutions in Bulgaria and international markets.
Land Systems, Armoured Mobility and Firepower
Operational Solutions for Modern Land Forces
The LAND portfolio combines armoured and special-purpose vehicles, remote weapon systems and advanced ammunition solutions for armed forces, special units and security organisations. Its firepower offering includes 155 mm long-range artillery ammunition and 122 mm extended-range GRAD rockets, supported by medium- and large-calibre ammunition programmes for international defence customers.
Established project experience includes deliveries of armoured and secure transport vehicles to Bulgarian public institutions and private-sector customers, as well as weapons, ballistic helmets and specialist equipment for the Bulgarian Anti-Terrorist Unit and Special Forces. Further capabilities cover 12.7 mm and 30 mm remote weapon systems for Special Forces and Land Forces.
Future development is focused on advanced weapon-system integration, production coordination and NSN certification through qualified manufacturing partners. By combining tender preparation, government-level coordination, delivery management, industry participation and long-term support, I.L.P. Ltd aims to establish new strategic partnerships and develop integrated land-defence projects for Bulgaria and international markets.
ADVANCING NAVAL CAPABILITIES AND MARITIME SECURITY
Key projects and capabilities
I.L.P. Ltd supports naval modernization and maritime security projects by connecting government institutions with leading international shipbuilders and technology providers. Our experience covers naval vessels, fast patrol boats, coastal surveillance systems, and integrated solutions for protecting territorial waters and maritime borders.
Naval Fleet Modernization
Delivery of two new 90-metre Multipurpose Modular Patrol Vessels (MMPVs) and six 60-metre missile vessels for the Bulgarian Navy, in cooperation with NVL, formerly Lürssen.
Fast Patrol Vessels
Delivery of ten fast patrol boats in 21-, 28-, and 42-metre configurations for the Bulgarian Border Police, in cooperation with Lürssen Werft, Germany.
Integrated Maritime Surveillance
Implementation of an integrated surveillance system designed to secure and monitor Bulgaria’s Black Sea border, in cooperation with ATLAS ELEKTRONIK.
